Biometric Voter Registration and Verification.

Scaling fingerprint processing for approximately 20 million registered voters and field deployment to polling stations across Kenya.

The challenge

Face Technologies was responsible for biometric deduplication and voter verification as part of Kenya's national election programme. The solution had to process fingerprint records for approximately 20 million registered voters, identify duplicate registrations and prepare local biometric databases for polling stations across the country.

My contribution

I designed and implemented the fingerprint extraction and deduplication process and the workflow used to write the resulting biometric databases to approximately 63,000 SD cards for distribution to polling stations.

A single high-powered server could not complete the work within the required timeframe, so I designed a massively parallel processing approach using 200 laptops. This enabled the team to complete the biometric workload on schedule and allowed the next stage of the election programme to proceed without delay.

Highlights

  • Processed fingerprint data for approximately 20 million registered voters.
  • Scaled the workload across 200 laptops to overcome single-server limitations.
  • Prepared approximately 63,000 polling-station biometric databases for field deployment.
  • Delivered within the programme's critical timeline.
